Germany approves new gambling legislation

The newly proposed New State Treaty on Gambling will see gaming legalised across Germany with a number of restrictions

The proposed legislation which was formed to introduce a new nationwide regulatory framework for lottery, sportsbetting, gaming hall and iGaming establishments has been signed off by the governors of Germany’s 16 states. The governors all gave their collective approval to the proposed New State Treaty on Gambling (GluNeuRStV) during a remote meeting chaired from Berlin, according to reports. This meeting comes after the approval of a draft measure back in March. 

The officials will now look to get the proposition endorsed by legislatures of at least 13 German states, so that everything will be able to commence from July 1st. This comes days after Germany imposed new gambling advertisement regulations.   

Required approval: 

The GluNeuRStv proposal would legalise iGaming across the whole of Germany and require license operators to enforce a wide range of operational and player protection measures. These measures, related to responsible gambling, include maximum single stake slot limits of €1 and a limit on in-play sportsbetting to next goal scorer and final markets only. The newly proposed regulations will also restrict online casino operators. Operators will be required to remove live-dealer games and limit gamblers to a €1,000 limit in monthly deposits. Cooling-off periods are also set to be implemented. 

Obeying authority: 

The projected GluNeuRStV favours lotteries. It is reportedly pushing for states to have their current monopolies extended, while also opening up the possibility for these monopolies to dominate a number of profitable table games. As expected, Jurgen Hafner, the chairman for the Deutscher Lotto und Totoblock (DLTB) trade group, praised these newly proposed legislations stating that the current federal regulatory model “works very well.” Hafner reportedly stated, “DLTB members will continue to follow the legal requirements of the State Treaty and continue to offer a safe product range for those interested in gambling.” 

Cooperation takeover: 

The GluNeuTStV will allow states to issue multiple licenses for slot and gaming halls while still remaining in control of their Georg_Steckerown minimum distancing requirements. Georg Stecker, the spokesperson for the Deutsche Automatenwirtschaft (DAW) trade group, stated “Now it is important that the federal states rely on the quality of amusement arcades when implementing the contract, both on the subject of multiple concessions and the minimum distances between venues.” He also praised last weeks approval after ‘years of intensive negotiations’ while also observing that the planned measures will see qualitative criteria applied to the licensing process for the first time.
