Finland is set to open its doors to commercial gambling operators by 2027. This comes as a result of a draft bill recently presented by Finland’s Ministry of the Interior, signalling a significant shift in the country’s gambling landscape.

The Finnish government initially planned to end the existing monopoly held by the government-owned betting agency, Veikkaus, by the close of 2026. However, the new bill, which is currently being compiled by the Ministry of the Interior, is set to be presented during the country’s spring session in 2025.

The primary aim of this bill is to “prevent and reduce gambling disadvantages and to improve the channelling of demand into the legally regulated gambling system”. This move is seen as a proactive approach to regulate the gambling industry while ensuring the welfare of the Finnish population.

Upon approval of the bill, operators will be able to apply for licenses starting early 2026. Meanwhile, suppliers for software provider licenses can start their application process from 2027. Currently, the National Police Board oversees gambling in Finland. However, with the introduction of the new bill, this will be overhauled.
