DGA revamps certification for betting and online casinos?

Danish Gambling Authority (DGA) has announced changes to its betting and online casino certification programme, set to take effect on 1 January 2025. The updated programme aims to provide clarity on certification requirements for both licence holders and game suppliers while introducing a new game register to manage certificates for Random Number Generators (RNGs) and the games.

One of the main changes is the shift in certification responsibility. Under the new programme, licence holders and game suppliers will be individually responsible for obtaining and reporting their certifications to the DGA. Additionally, the qualifications required for supervisors signing off on standard reports will be elevated to match industry standards such as ISO, PCI, or CREST.

The programme also streamlines the reporting process, reducing deadlines for submitting standard reports from two months to just one month across all documents. Certification documents have been restructured, with separate documents now in place for RNG and game-specific requirements for online betting, land-based betting, and online casinos.

The updated programme introduces some flexibility, allowing for a one-month postponement of certification for both RNG and game documents. However, the certificates must still be uploaded to the games register by the original deadline.

Operators will also need to adhere to new requirements regarding system management, including creating a business process to ensure proper integration between the core and game platforms. These changes are designed to create a more efficient certification process while clearly outlining the responsibilities of all parties involved without placing unnecessary burdens on operators.

Certification programme for game suppliers

The DGA stresses that these modifications not only extend to game suppliers but are designed to create a more streamlined and efficient certification process with clear responsibilities for all parties involved. More information, including the final version of the programme and updated standard reports, is set to be available on the DGA website later this year.

The DGA is also overhauling its certification programme for game suppliers. This aims to clarify responsibilities and streamline the process for both operators and suppliers.

Game suppliers must still have games, platforms, procedures, and systems tested by an accredited company, but the DGA’s new programme divides responsibilities between operators and suppliers. Existing game certificates remain valid, eliminating the need to re-certify already tested games. However, compliance with the new programme becomes mandatory on 1 July 2025, so game suppliers and operators are encouraged to adopt the updated programme as soon as possible to ensure compliance.

Following the new version of the certification programme, the DGA will also launch a new portal for managing game certificates, known as the “Games Register,” which is scheduled to be operational by 1 October 2024.

Public consultation

The DGA is calling on all interested parties to weigh in on its revised certification program for online betting and casino operators. This public consultation offers a valuable opportunity for industry stakeholders and the public to provide feedback on the DGA’s proposed changes. Comments must be submitted by Monday, 19 August 2024, through the DGA’s contact form, selecting the category “Certification”.

Participating in this consultation means contributing in shaping the future regulatory landscape for online gambling in Denmark. The DGA encourages all interested parties to make their voices heard.
